Add support for when the WebClient fails

description

Right now, the only way you get called back is if the AJAX call was successful. We need to add support for when the call is not successful and do it in a way that is as simple as jQuery or Prototype. Dunno how the prototype way would work. They take a hash containing all the callbacks. How would that map into something we could use in C#?

inspiration:
jQuery - http://docs.jquery.com/Ajax/ajaxError#callback
Prototype - http://www.prototypejs.org/api/ajax/request

A bit of the ground work has been laid for this... we can pass in a callback for failure now.
